Shreve also takes issue with residents who are opposed to the county's plan to build a trash incinerator, or "waste-to-energy facility," as some call it, because it burns garbage to produce electricity.

"The waste-to-energy debate has lost focus," he said. "The real focus is what do we do with our trash? The anti-waste-to-energy [residents are] not thinking long-term and the big picture. The real issue is trash."

Shreve is concerned that the amount of money the county makes on recyclables will decrease, making it unprofitable to continue.

"No one looks at that," he said.

The county spends about $3 million on the recycling program. They sell many of the recyclables on the open market, but when the economy plunged, the resale market also tanked. As a result, the total value of the materials has decreased.

Shreve said the existing county landfill on Reich's Ford Road in Frederick should be closed, and the incinerator should be built there. The incinerator is slated to be built at the McKinney Industrial Center off Md. Route 85.
